The graduation ceremony for the 4th Watchkeeping Rating Course was held on the premises of the FSM Fisheries and Maritime Institute on June 26, 2003. More than one hundred guests were present to witness the fifteen who had just completed their training. Among the guests were FSM Senator Isaac Figir, Yap State Governor Robert Ruecho, and the acting Chairman of the Council of Pilung, Chief Bruno Tharngan.
One of the highlights of the graduation was trainee Mark Mailtiw, who received most of the awards for the best in many subjects in Basic Safety and Bridge Watchkeeping. The master of ceremony also made a comment in front of everybody that the Yap State Sea Transportation Office should consider changing his assignment on Micro Spirit from being the ship's Chief Steward since he stood out from the rest of the deck crew of the ship who were training at FMI.
